Legal Expertise

Lorna’s diverse experience has spanned legal, regulatory and government sectors.  A focus on regulation and compliance led her to work for the UK energy regulator, Ofgem in London as in-house legal counsel and complete a Masters of Regulation at the London School of Economics.

Her experience advising two Attorneys-General and State and Territory Ministers, saw her drafting and negotiating bills, analysing delegated legislation and quickly digesting policy briefs. This refined her skills in providing pragmatic and risk based solutions for clients. She builds strong relationships, through clear and concise communication.

Lorna has a passion for interpretation of legislation, legal research and complex international regulatory problems, making her an invaluable addition to the Blackwall team.

Practical Experience

Having recently returned from the UK, Lorna’s energy experience focused on the regulation of wholesale energy markets, security of supply, establishing and amending market operating rules for balancing and capacity markets, liquidity measures, new unregulated entrants into the UK energy market such as aggregators, gas certification and enforcing EU energy insider trading laws. This experience built on her knowledge of environmental law obtained through a Masters of Law at the Australian National University.

In addition, Lorna has a strong interest in data protection, privacy and intellectual property law, having assisted in the drafting and negotiation of the Privacy Amendment (Enhancing Privacy Protection) Bill 2012 and written a thesis about the EU’s General Data Protection Regulation (GDPR).
